Ian Thomas is supposed to be dead. An international terrorist responsible for the bombing of the US Naval War College, he's been deceased for three years. But Don Riley, head of the CIA’s Emerging Threats Group, is staring at a social media post showing him to be very much alive and on the run in South America. The video of Thomas sparks a global hunt: The Americans want to bring him to justice. The Chinese want him to disappear. And the Russians want to kill him very, very slowly. But the world's most powerful nations aren't the only ones pursuing the most wanted man on the planet.

A US destroyer is torpedoed by an Iranian submarine and Captain Murray Wilson of the USS Michigan is flown to the Pentagon to meet with the Secretary of the Navy (SecNav). There, Wilson learns that the Iranian submarine is just a cover story. One of the United States' own fully automated unmanned underwater vehicles has gone rogue, its programing corrupted in some way. Murray is charged with hunting it down and taking it out before the virus that's infected its operating system can infect the rest of the fleet.

The US aircraft carrier patrolling the Western Pacific Ocean is severely damaged by a surprise salvo of cruise missiles. While the Russian government officially apologizes, claiming it was the result of fire control accident during a training exercise, it was instead a calculated provocation. With the US Pacific fleet already severely under strength, the Russian president decides that the US response is a clear indication of their weakness, militarily and politically, and initiates a bold plan.

Xiang Li Cheng, the President of the People's Republic of China, has both a problem and a plan in Rick Campbell's thrilling Empire Rising. Debt of Honor ends as Jack Ryan is confirmed vice president minutes before a mammoth act of terrorism kills the President, most of his cabinet, all but a few members of Congress, the entire Supreme Court and all of the Joint Chiefs of Staff. Suddenly Ryan is President, which is where Executive Orders begins.
