Story lacked the regular GW flavor

*SPOILERS* Why start the story with Javier talking about being a psychopath then basically say the main character was a self loathing psychopath. And the number of different officers was confusing. Is he a good or bad cop? What was the point of Harvey and the messages? What was the point of the cop flirting with her friend? It didn’t help the story at all. Why didn’t Rose help Paul?
