地方交付税交付金(約16兆円)が毎年、地方に配られ、さらに2014年からは「地方創生政策」がスタート。年間1兆円を超える予算が投じられたものの、2019年には人口の東京一極集中は過去最高になりました。さらに2020年、「新型コロナウイルス感染拡大」による「地方の時代」をメディアは報じましたが、統計を見ると、東京からの流出は結局、郊外(埼玉、千葉、神奈川)に集中し、結果として東京都人口は増加を維持し、東京圏の総じて減少が続く地方圏に対する相対的優位が崩れることはありませんでした。
なぜ、戦後一貫して莫大な財源が投入され続け、さらに近年も支援は追加されているにも関わらず、地方はますます衰退してしまうのか。地元をどうにかしたくて、地域の人を巻き込んだ事業に取り組んだ人たちが大勢いるのに、結果が出ないのはなぜなのか。
そこには、地域の多くの人たちが囚われている「まちづくり幻想」がある。
「まちづくり幻想」とは、皆が常識だと思いこんでいるものが、実は現実とは異なり、それを信じ、共有してプロジェクトを進めてしまうが故に地域の衰退を加速させる、本質的な問題だ。失敗する地域再生事業の多くは、取り組み内容以前として、関係者の思考の土台そのものに間違った思い込みがあるのだ。「あの成功事例みたいなものを地元にほしい!」「予算を取ることこそ仕事だ」と信じ切って進めてしまう自治体の意思決定者。「よそ者・バカ者・若者」がいないと活性化できないとつぶやき、自分で挑戦しない言い訳をする民間事業者。成功者を妬み、足を引っ張り合う集団心理に侵された、内向き思考のネクラな地元の人たち。あくまで仕事だと割り切って、頼まれたことしかせず、自らリスクを負わない外の人。
