It turns out that when Amelia was shot down by the Japanese in 1937, during her around-the-world flight, she was taken to Jaluit Atoll and stumbled upon an illegal trading operation that was being run by one young American and two Japanese, before, during and after the war.
Prior to Amelia's flight, she met several times with President Roosevelt and members of his government in Washington D.C. When she was captured and put into a Japanese prison at Jaluit, she meets the American and happens to recognize him, as someone she had met previously at a government function in D.C. Knowing he was recognized, the American kills Amelia in cold blood.
