"كتاب حروب العملات" افتعال الأزمة العالميّة الجديدة" للكاتب الأميركي (الخبير الاقتصادي والمستشار والمستثمر المصرفي، والمدير المسؤول عن إدارة المخاطر) الدكتور جايمس ريكاردز.
يقول الكاتب في المقدمة: "إن هذا الكتاب يتفحّص حرب عملاتنا الراهنة، عبر عدسة السياسة الاقتصادية والأمن القومي والسابقة التاريخية، وهو يفكّك شبكة النماذج والتّمنّي والغطرسة التي تُسيِّر السياسة العامة الراهنة، ويدلُّ إلى الطريق المؤدّية إلى سياق عملٍ أكثر اطّلاعاً وفاعليّة". ويضيف الكاتب قائلاً: "وسيفهم القارئ، في النهاية، السّبب الذي يجعل من حرب العملات الراهنة، الصراع الأكثر مغزًى في عالم اليوم، وهو صراع سيُحدِّد نتائج كلّ الصراعات الأخرى."
وتتوزع مادّة هذا الكتاب إضافة إلى المقدمة والخاتمة، على ثلاثة أجزاء بفصولها الأحد عشر، وجاءت عناوين هذه الأجزاء على الشكل التالي: الجزء الأول: "مناورات حربية"، والجزء الثاني: "حروب العملات"و الجزء الثالث: "الأزمة العالميّة التالية".
إن حروب العملات، هي نوعٌ آخر من الحروب، بعد الحرب الباردة وحروب الشرق الأوسط، يتحوّل إلى صراع حقيقيّ بين الدول العظمى، صراع بلادويّ مدافع وقصف طائرات، يحدث خلسةً وخفية، وعبر مكائد، اقتصادية، ويفضي إلى كوارث مالية تعزّر واقعاً سياسياً جديداً، ونُظُماً غير التي كانت قائمة. فقط يتغيّر القادة، من عسكريين أشدّاء إلى اقتصاديين محنّكين، دارسين، متابعين.
إنها حرب العملات في هذا الكتاب الذي - يضع اليد على هذه الحرب، الأسهل وسائل والأشدّ فتكاً بالمجتعات من الداخل – يقدِّم أزمة العام 2008 المالية، يحلّل أسباب حدوثها، وكيف حاول الخبراء تفاديها بداية، ومحاولات تفاديها التي باءت بالفشل والتي كادت تفضي إلى مخاطر أكبر.
يستعرض مفاعيل حرب العملات، من انهيار للأوراق المالية، وتجميد للأصول، ومصادرة للذّهب، وفرض للرقابة على رؤوس الأموال، فضلاً عن التّلاعب بعملات الدّول. ويُحذّر من مغبّة حرب العملات، وتأثيرها البالغ في البلدان ذات الأسواق الناشئة، بحيث ترفع قيمة عملتها الوطنيّة، وبالتالي قيمة صادراتها، وتصبح أكثر عُرضة للخسارة، وأقلّ قدرة على النّموّ. كما يشير إلى ردود فعل تلك البلدان، ولا سيما الصِّين والهند والبرازيل وأندونيسيا، ومواقفها من نفوذ الصندوق الدولي. ويخصّ الدّول العربية كلاعب استراتيجي اقتصادياً وجغرافياً، قادراً إذا شاء، أن يوجِّه ضربات قاتلة إلى العملات الأجنبيّة.
