En pige passer på sin lillebror Frede, der ikke er helt normal. Imens raser en voldsom storm, der har oversvømmet alt, undtagen deres hus på bakken. De venter på, at deres mor og far skal komme hjem. Mens dagene går, fortæller pigen historier om dinosaurer og fisk, og om fiskepigen, der er bedste ven med alle havets dyr. Udenfor bliver stormen værre.
