Guerra e shock energetico. Cambiamento climatico. Squilibri demografici e pressioni migratorie. Ricatti alimentari. Non è facile distinguere fra crisi vere e false Apocalissi annunciate da profeti interessati a gettarci nel terrore. Siamo entrati in un'era segnata dalla scarsità. Ci sentiamo assediati da ogni sorta di penuria. Mancano l'energia e spesso anche l'acqua. Alimenti essenziali costano più cari. Troppe aziende lamentano di non trovare lavoratori. Sullo sfondo c'è la decrescita della popolazione, che non risparmia la Cina. Con l'inflazione e il rialzo dei tassi diventa più rara e costosa la moneta. Quanto è reale, quanto è «fisica», oggettiva e palpabile, la scarsità in ciascuno di questi aspetti? Quanto è invece fabbricata, artefatta, il risultato di comportamenti e scelte politiche sbagliati? È irreversibile? O invece è un fenomeno temporaneo da cui usciremo come guarimmo da altre crisi?
Il trauma, cominciato con la pandemia e aggravato dalla guerra in Ucraina, sarà solo l'inizio di una fase storica segnata da ristrettezze, sacrifici, razionamenti e tagli su tutto? Dalla profezia errata sulla fine dello sviluppo che fu l'ossessione degli anni Settanta, dovrebbe essersi insinuato fra noi un dubbio: che vedere dietro l'angolo l'Apocalisse imminente sia un tratto di civiltà decadenti. In Europa diverse opinioni pubbliche chiedono sempre più Stato. Gli aiuti erogati durante la pandemia sono un antipasto rispetto a tutto quel che viene richiesto ai governi per proteggerci dalle avversità.
Uno Stato-mamma troppo invadente addormenta i riflessi vitali e non è efficiente, sono state proprio le scelte dei governi negli anni passati ad aver fabbricato questo disastro. L'Italia è il paese occidentale più vulnerabile alla tentazione statalista, per il suo debito pubblico già eccessivo; perché ha una burocrazia invadente e inetta; perché una parte della sua popolazione ha introiettato l'assistenzialismo come orizzonte di vita. I passaggi d'epoca, le grandi rotture storiche, si capiscono guardando a un triangolo fondamentale: energia, moneta, tecnologia (che include le armi).
L'America domina ancora quel triangolo strategico. L'Europa arranca in ritardo. Ha le idee confuse, invischiate in dogmi e tabù. Ha più velleità che ambizioni. Ha il disarmo facile. E con il disarmo arriva la sottomissione. Il lungo inverno all'insegna di tante scarsità è anche inverno della ragione. Lo supereremo se attingiamo alle qualità del nostro modello, non se ammiriamo chi ci odia. Il lungo inverno può preludere a una stagione di creatività, in cui troveremo risposte innovative ai nostri problemi energetici ed economici.
