Mai 1940 : la France capitule. Deux mois plus tard, le maréchal Pétain reçoit les pleins pouvoirs. C'est ainsi que le régime de Vichy s'installe pendant que les Allemands envahissent le pays. Intime, par ses fonctions, de l'ensemble du personnel politique, Alexander Werth raconte les ralliements spectaculaires à ce qui va devenir Vichy. Pendant que la guerre fait rage, se déroulent les accommodements quotidiens et lâches d'une élite exclusivement préoccupée par son confort. De plus, Alexander Werth raconte la rue, les Parisiens. Car passées les quelques heures d'abattement de rigueur, les terrasses des cafés sont pleines, la bonne humeur remplace l'inquiétude, on s'agite, on discute, on rigole... Et surtout, en visionnaire, il annonce le déroulement et l'issue de la guerre, anticipant par là les thèses que défendront plus tard de nombreux historiens.
