Ma ormai è entrata in crisi l'interdizione morale nei confronti di parole e atti xenofobi, che aveva costituito una sorta di presidio linguistico e culturale, ma anche sociale e politico, rispetto al ricorso a pratiche di esclusione e discriminazione. Forse davvero sta cadendo il tabù del razzismo nella società italiana.
Luigi Manconi e Federica Resta lanciano un grido d'allarme in questo pamphlet di grande urgenza: l'intolleranza etnica ha trovato spazio nel discorso pubblico e nella sfera politica, legittimando comportamenti fino a ieri censurati, grazie a figure pubbliche che fanno del proprio ruolo istituzionale (come nel caso del vicepresidente del Senato Roberto Calderoli) una risorsa significativa di produzione e legittimazione dell'ostilità sociale nei confronti dello straniero.
Manconi e Resta dimostrano che queste figure pubbliche corrispondono a un tessuto in crescita di piccoli e grandi imprenditori politici dell'intolleranza, capace di produrre anche casi paradossali di "razzismo democratico," come i Centri di identificazione e di espulsione per stranieri irregolari, un sistema incompatibile con diversi princìpi costituzionali, eppure tollerato dalle istituzioni.
