The First Lady of Texas and her children are kidnapped by the Department of Human Relations and held in solitary confinement in a Super Max prison. Governor Mike Ryan sends the Texas Rangers to the rescue.
Urban crime skyrockets as gangs hijack fuel and grocery supply trucks. The police are undermanned but led by a courageous Chief who is determined to keep his city from falling into chaos.

As the crisis in Texas continues through the hot summer, law and order break down in the big cities and nightly riots tear them apart. Large criminal gangs rove the countryside, taking over towns, killing police and sheriff's deputies, leaving death and destruction in their wake.
