When the state of Texas expels the hated Department of Human Relations police, passes laws outlawing radical anti-American teaching and orders banks to reinstate all citizens who have been "red marked", the national government, led by a vindictive and arrogant President, declares the state to be in rebellion.

The lights go out in Texas as the government bombs electric power plants into flaming wrecks. Water and sewage treatment facilities in Houston cease to function after a government sponsored cyber attack. Food shortages and day long lines at gas stations become normal. Infants and the elderly die of dehydration and malnutrition as others succumb to typhus and cholera in the heat of a Texas summer.

The First Lady of Texas and her children are kidnapped by the Department of Human Relations and held in solitary confinement in a Super Max prison. Governor Mike Ryan sends the Texas Rangers to the rescue.

Urban crime skyrockets as gangs hijack fuel and grocery supply trucks. The police are undermanned but led by a courageous Chief who is determined to keep his city from falling into chaos.

Governor Mike Ryan holds the line against secessionist legislators while he is denounced by the President and the media as a morally bankrupt criminal who hates his country.

As the crisis in Texas continues through the hot summer, law and order break down in the big cities and nightly riots tear them apart. Large criminal gangs rove the countryside, taking over towns, killing police and sheriff's deputies, leaving death and destruction in their wake. Its up to a group of survivalists, led by retired sergeant Mark Conway to fight them to the death.

The military is ordered by the President to take over the capitol in Austin and arrest or kill the Texas congress and the governor. Only the bravery and dedication to duty of a few brave men and women stand in their way.
