En 1873, mientras crecía la tensión entre Chile y sus países vecinos, el gobierno de la época formó una red de colaboradores que recopiló información para el Estado ante la inminencia de la guerra contra Perú y Bolivia. Había chilenos y extranjeros, militares y civiles, hombres de letras, ingenieros, mujeres. Se les llamó prácticos, gente de confianza, personas dignas de fe, comisionados. Se estima que hubo entre setenta a cien agentes y, en los años que siguieron, una cifra similar en Centroameìrica, Estados Unidos y Europa.
El grupo boicoteó la compra de dos blindados, un acorazado, dos fragatas y una decena de torpederas; anuló el envío de fusiles, artillería y ametralladoras; se infiltró en diversos lugares, obteniendo información que el gobierno chileno requería. Sus miembros libraron cientos de silenciosos combates que constituyeron la guerra secreta de Chile.
