Detective Karen Sorenson returns a phone call - that's what detectives do - that visits unconstrained turmoil into her personal and professional life. A woman's body has been discovered at a fort in a harbor. The Secret Service wants...insists...that Karen drop what she is doing, leave her family and take an active role in the investigation. Portland (Maine) police are not enthusiastic about her "help."

Nothing about the murder is ordinary. The victim is an enigma - even her name sounds made up. Her relationships are untidy. Her work history sporadic, disjointed and tainted with petty, apparently pointless criminal activity.

The deeper into the investigation Karen goes, the more entangled she becomes with secrets that a score of government agencies would prefer to keep hidden, especially from her. She insists her employer extricate her, only to be told that it is her responsibility to conclude the investigation successfully.

Before she is finished, Karen finds herself at the controls of a stolen airplane, and sitting across a desk from the shadowy figure in control of a billion dollar enterprise.
