Don't dumb down your characters

This book could have been so good, however the repetitiveness ruined it. Once you map out the anxiety and problems you don't need to keep repeating them in every chapter, the reader will remember. Also, the characters were "highly trained", professional, smart deputy marshals so why would you write them doing things completely opposite of that repeatedly? First book was really good, but this one was too drawn out without reason.
