 Following the jailhouse suicide of Vernon Butts, one of the main Freeway Killer defendants housed in the Los Angeles County Men's Central Jail, the LA Mental Health and Sheriff's Dept. was determined to keep other serial killers housed at the jail from a repeat event. Vonda Pelto, a newly minted psychologist, was selected for the task. Vonda’s assignment was not to council them in any way, it was to offer them an emotional sounding board and keep them on an even keel in order to get through their trails. From 1981 to 1985 she lived in the hall of mirrors world of serial killers and unrepentant criminals, men whose deeds they gleefully imparted to Vonda Pelto in detail.

Without Remorse: The Story of the Woman Who Kept Los Angeles' Serial Killers Alive traces Vonda’s surreal experience as she balanced a family life while spending her days with such notorious killers as Kenneth Bianchi, The Hillside Strangler, and William Bonin, The Freeway Killer who was responsilble for killing 22 boys in 20 months from August 1979 to June 1980. During those years she developed personal relationships with these men and recorded her observations.
