Have you never heard of a sociopath?
That say in the episode: “is Toby the Scranton strangler?” One argument for why he couldn’t be the strangler is because he values human life and doesn’t exhibit some other signs of being a psychopath  but the SOCIOPATHS are able to fake empathy and emotion if they are high functioning (look into it multiple sources of various view points of you want to know more) so Toby could be faking all that emotion and sociopaths are usually organized killers if they are serial killers and are probably extra careful so in conclusion this doesn’t necessarily mean Toby is the strangler what Paul Leberstein said about Toby not being the strangler makes sort of makes sense.
