God is unchanging in His being, perfections, purposes and promises. This mean His Character doesn't change. However, Gods Unchangingness doesn’t mean that He is unmoving.

The defining attribute of God that makes Him God is His holiness. God is unlike us and exists in a state of complete purity from sin. He commands us to be holy, and in our inability, provides the means for us to be counted as holy.
