UPDATE FROM MICHAEL FEELEY 4/15/2021: "Currently, the Department of Parks and Recreation (DPR), is allowing 1050 visitors per day to enter the Hanauma Bay Nature Preserve (Bay). No decision has been made by DPR about whether they will eventually open the Bay to more visitors."
