john Stuart mills wrote on liberty in concert with his wife and it lays out the the bounds of an individual and his liberty and the limits to that liberty in conflict with authority: both the state and the majority.

Mills asserts that the only purpose for which power can rightly be exercised over any member of a civilized society against its will is to prevent harm to others

Mills discusses the freedom of thought and emotion, the freedom to pursue individual tastes provided they do not harm other's, and the freedom of association.
