  • PA State Rep Aaron Bernstine thanks Donna Kshir for presenting him with her idea of a public child abuse registry. Donna and best friend Lee Cougardawn Roberts spent 9 years petitioning for a public child abuse registry in Pennsylvania. The idea came to Donna as she was working on Conner's Law - Kentucky. Ronald Saunders ll tortured and killed 2 year old Conner Bachauss. He served 5.5 years in prison for Conner's death. A month after being released from prison Ronald would abuse yet another child. It was then Donna thought if there was a public database like Megan's Law but for violent offenders convicted of child abuse -- it could be used as a tool to prevent child abuse. One could look it up to see if someone had ever been convicted of a violent crime against a child before getting involved with them, inviting them into their home or getting into a relationship with them. That information could be used protect children and ultimately save lives.

    Currently, Rep. Bernstine created a bill known as PA HB 849 2025-2026 Regular Session.
