Used to a life of luxury in England, Culpeper struggled to address the colony's poverty crisis caused by plummeting tobacco prices and restrictive Navigation Acts. The colonists' frustration boiled over into tobacco riots after the king repeatedly blocked their attempts to fix the situation. Culpeper's lackluster governance and harsh crackdowns only fueled more disorder, leading to his eventual dismissal.
