The United States, the richest country on earth, has more poverty than any other advanced democracy. Why? Why does this land of plenty allow one in every eight of its children to go without basic necessities, permit scores of its citizens to live and die on the streets, and authorize its corporations to pay poverty wages?

There are, in the United States, a significant and growing number of families who live on less than $2.00 per person, per day. That figure, the World Bank measure of poverty, is hard to imagine in this country - most of us spend more than that before we get to work or school in the morning.

Timothy is on probation. It's a strange word - something that happens to other kids, to delinquents, not to kids like him. And yet, he is under house arrest for the next year. He must check in weekly with a probation officer and a therapist and keep a journal for an entire year. And mostly, he has to stay out of trouble. How can poor and weak societies escape poverty traps? Political economists have traditionally offered three answers: "stimulate growth first," "build good institutions first," or "some fortunate nations inherited good institutions that led to growth."
