Jerry Terrell Billups (born October 4, 1982) is a local level political activist, Juvenile Justice professional, public school district board member, gardener, and author. He is the Detention Alternatives Initiative Coordinator at Cuyahoga County Juvenile Court. Billups was born in Cleveland, Ohio raised in a blended family including a combination of 10 biological and stepsiblings along with two pairs of parents. A somewhat stable childhood lead Jerry to Toledo University where he co-founded Six Duece Enterprises with his comrades. During that time, he became politically engaged in a post 9/11 United States. In 2006, he was hired at the Cleveland Boys and Girls Club to run the game room for the summer at the westside club. The club was in a predominantly Hispanic / Puerto Rican community where many of the parents and child visiting for the summer did not speak English. Working in an environment where Spanish was at least equal to English helped develop real world understanding of the foreign language. The experience in Cleveland lead to being hired in Toledo upon returning to school. While in college life lessons and friendships were learned and forged. 2006 was also the first and only time he was remanded to a jail cell. Framed by a pair of crooked Toledo Police Officers and facing prison time. Clearing his name became utmost important to pursue personal and career goals. After completing college and returning to Cleveland in 2007 Jerry took on various roles with the Boys and Girls Club. In 2010 Jerry gained employment at Cuyahoga County Juvenile Court as a probation officer then school-based liaison, a brief time as an intervention specialist and currently serving as the Juvenile Detention Alternatives Initiative Coordinator. Spending his early career leading and guiding families and youth in the correct path to move on from Juvenile Court contact as quickly and as safely as possible. Detention Alternatives has always been the mindset while doing the work to help disrupt the school to prison pipeline in Cleveland Ohio. During the covid years Jerry blossomed into a grassroots political activist. Jerry began hosting in person community meetings at his home and local parks to help bring his neighbors together following racial tension that were boiling over at that time. In 2021 he along with his wife and children became a committed member of his local democrats ward club and took on a leadership role helping to campaign for issues and candidates of his family choosing. Jerry continued to embrace grassroots leadership developing relationships with dozens of community serving agencies throughout Cuyahoga County. In 2024 Jerry was urged by neighbors and other community stakeholders to apply for the Cleveland Metropolitan School District Board of Education. Reluctantly Jerry agreed and in December Jerry was one of three new appointments to the Board. Jerry is Latisha’s husband and enjoys spending time doing all things with his four children.
