About this listen

Though titled as the third edition of my book, first published in 2016 and later revised in last year’s second edition, this is, in essence, a completely new book. While the structure remains familiar—still focusing on the ten essential skills every public servant needs—the content has undergone a comprehensive revision. This transformation has been made possible thanks to the invaluable feedback and suggestions I received from readers across the globe. Their thoughtful insights have not only shaped this edition but also helped ensure that it is more relevant, practical, and engaging.
In this edition, the book is now divided into three distinct parts:
  • Part One introduces the foundational concepts of public administration, covering key topics such as governance, good governance, bureaucracy, and the evolving role of civil servants. These concepts set the stage for the practical skills that follow.
  • Part Two forms the core of the book. It focuses on the ten essential skills I believe are critical for public servants to perform their duties effectively, efficiently, and equitably. Each skill is discussed in detail, reflecting both contemporary challenges and the need for adaptability in today’s fast-changing governance environment.
  • Part Three contains the annexures, which were previously scattered at the end of individual chapters. To enhance readability and usability, I have now consolidated them into one section. This will make it easier for readers to access supplementary information without disrupting the flow of the main text.
It is my sincere hope that this third edition will continue to serve as a useful guide for public servants, equipping them with the necessary skills to navigate the complex and demanding landscape of modern governance.
