Spy buster or Crime Buster
Sometimes I think this show didn’t know it’s own title. David Hardin started as a spy buster, then he started fighting crime, then went back to spy busting. I’m not sure what a counter-spy is, but it seems more like he is more like an FBI agent, then a spy. He does get a bad guy for a couple of episodes that fit well in a Dick Tracy serial.
