When Judge Parker of Fort Smith, Arkansas sends two U.S. Marshals on a routine prisoner pickup and they never make it to their destination, he sends Marshals Emmet and Jack Youngblood to find them.
Emmet and Jack, considered two of the best marshals in the west, come upon the dead bodies of the marshals, but their prisoner wagon is not to be found. They follow the tracks left behind by the heavy wagon to Springfield, Missouri. In Springfield, the brothers learn that notorious outlaw Joe Foster, wounded in a bank robbery attempt, was broken out of jail by his gang who disguised themselves as the two murdered marshals and by using the prisoner wagon.
Emmet and Jack return to Forth Smith, where they gather intelligence on Joe Foster. Foster comes from a Mormon family in Salt Lake City in Utah. After traveling to Utah to see the Foster Family, Emmet and Jack learn that Joe left the Mormons before the Civil War with his friend Jacob Compton and that the Foster’s received a letter from Joe one year ago from Deadwood, North Dakota.
Emmet and Jack travel to Deadwood, where Compton has been living for one year after leaving Foster’s gang. Compton, having returned to his Mormon faith, admits he mailed the letter for Joe and also tells them that Foster has a woman named Doni Senger in Ogallala, Nebraska.
After Emmet and Jack take Compton to Fort Smith, they travel to Ogallala to question Doni Senger. Senger is uncooperative and refuses to give up Joe Foster. Emmet and Jack arrest her and take her to Fort Smith before Judge Parker. Senger still refuses to give up Foster even facing prison time.
When Foster learns that Senger has been arrested he is furious and devises a plan to get her back. Every night, Foster and his gang sneak into Forty Smith, attack and beat up one citizen. Foster plans to keep this up until Senger is released.
No one is spared, the doctor, a deputy, the owner of the general store and even the local sheriff are all brutally attacked and beaten.
Still, Judge Parker won’t agree to release Doni Senger. Until Amy Youngblood, mother of Emmet and Jack, and Jack’s intended, Chao-Xing are kidnapped. In order to get Amy and Chao-Xing back, Parker agrees to a prisoner exchange.
Emmet and Jack take Doni Senger to the Ozark Mountains for the exchange. Jack takes control and Joe Foster dies by his hand and they discover what happens when the devil comes a calling.
