2001 omkommer treåriga Dina i en tragisk bilolycka. En tid senare dör flickans mor under mystiska omständigheter och fadern Jonas döms för dådet. När fallet många år senare hamnar på cold case-utredaren Henrik Holmes bord försöker han övertyga sin mentor Hanne Wilhelmsen om att Jonas sannolikt blev oskyldigt dömd. Men hon är helt upptagen av något annat: en känd, främlingsfientlig bloggare har begått självmord, och Wilhelmsen vägrar acceptera att sanningen är så enkel.

Hanne Wilhelmsen får högst oväntat besök av sin gamla kollega Billy T. som hon inte haft kontakt med på många år. Just då skakas de omgivande kvarteren av en kraftig explosion. En islamisk samlingslokal har sprängts och tjugotre människor mist livet. En fundamentalistisk grupp säger sig stå bakom och skräcken hos Oslos invånare ökar för varje vecka som går, utan att polisen kommer närmare gärningsmännen. De verkar helt enkelt inte existera, vare sig i verkligheten eller på nätet.

Den framgångsrike chefsåklagaren Sigurd Halvorsruds hustru hittas död framför den öppna spisen i familjens vardagsrum. Det står klart att hon är mördad—huvudet har skiljts från kroppen. Halvorsrud larmar polisen men blir själv misstänkt för mordet. När polisen efter långa förhör tvingas släppa honom inträffar ytterligare ett mord. En journalist vid en av Oslos största tidningar hittas död i en enkel hyresfastighet—också han halshuggen.

När kändiskocken Brede Ziegler hittas mördad på polishusets trappa befinner sig kriminalkommissarie Hanne Wilhelmsen långt därifrån. Efter livskamraten Cecilies död lämnade hon allt. Försvann spårlöst från Oslo, vännerna, arbetet... Men nu är det något som drar henne tillbaka. När hon återvänder hem hamnar hon mitt i en mordutredning på väg att haverera.

Fredagen den 4 april 1997, ett knappt halvår efter regeringsskiftet i Norge: Det har varit turbulenta tider för Birgitte Volter alltsedan hon övertog statsministerposten. Men nu är hon död. Hon har skjutits i huvudet. På sitt kontor, uppe på sextonde våningen i regeringsbyggnaden. Och frågan är: Vem är det egentligen som har blivit skjuten: är det statsministern, eller är det Birgitte, privatpersonen?

Olav är tolv år och tvångsplacerad på ett barnhem som drivs av Frälsningsarmén. En kväll försvinner pojken och samma natt hittas föreståndarinnan mördad, med en kökskniv i ryggen. Hanne Wilhelmsen, som nyligen befordrats till kommissarie, upptäcker snart att barnhemmet döljer många intriger som kan vara orsak till mordet.

Hanne Wilhelmsens värld är på väg att slås sönder, frun har lämnat henne och tagit deras dotter Ida med sig. När en av hennes få vänner hittas brutalt mördad kastar hon sig över fallet, kanske det viktigaste hon någonsin jobbat med. Utredningen av mordet leder henne in i en kuslig verklighet när det också visar sig att ett antal oförklarliga graviditeter är en del av en större, skrämmande helhet.

På drygt 1200 meters höjd över havet ligger Finse högfjällshotell, ett klassiskt resmål för norrmän som längtar efter lugn och ro och storslagen natur, en isolerad plats dit man endast kan ta sig med järnväg. När tåget mellan Oslo och Bergen en iskall februaridag spårar ur i närheten av Finse råder full snöstorm. Det finns ingen annan utväg än att evakuera de över tvåhundra passagerarna till det hundraåriga hotellet och tränga ihop dem så gott det går. Bland passagerarna finns Hanne Wilhelmsen, tidigare kommissarie vid Oslopolisen, numera rullstolsbunden efter en skottskada i ryggen.

En kylig kväll i december irrar en ung flicka runt i bara nattlinnet på gatan utanför Oslos finaste hotell. Hon blir nästan påkörd av spårvagnen men räddas av en mystisk man som försvinner i folkvimlet. Till sin vettskrämda mamma viskar flickan: "Hon var död ..." Några dagar senare påträffar Oslopolisen under dramatiska omständigheter ett lik efter en tonårspojke i hamnbassängen mitt i stan.

Fredagen den 22 juli 2011 lamslås den norska huvudstaden av ett terrordåd. Samtidigt genomlever Jon och Ellen Mohr en privat katastrof: deras åttaårige son dör i en tragisk olycka i familjens vardagsrum. Bara den unge polisen Henrik Holme fattar misstankar om att allt inte står rätt till i det välmående hemmet i ett av Oslo bästa bostadsområden. Utan erfarenhet men med stor viljestyrka och engagemang lyckas han dra in kriminalpsykologen Inger Johanne Vik i utredningen om Sanders död.
